| Tuguegarao City, a peninsula nestled in the verdant Cagayan Valley is protected by the Sierra Madres in the east, the Cordilleras in the west and by the far-off Caraballo Mountain in the south. It grew on the banks of the mighty Cagayan River and swift Pinacanauan River. It is said that the name Tuguegarao comes from the phrase "tuggui gari yaw," meaning "this was cleared by fire," quite possibly referring to the kaingin areas cleared by its native inhabitants before the Spaniards took over the idyllic palce that was as the name implies literally carved out of the wilderness by fire. The original inhabitants of Tuguegarao were Itawes, a group of Malays who arrived in the island sometime between 200 B.C. and 300 A.D. The various groups of immigrants drove the Atta (very short, dark-skinned nomad with very curly hair) to the mountains. The Itawes were later taught the Ibanag dialect by the Spaniards as the medium of Christianization and trading during the tobacco monopoly, which explains why several Spanish words are interspersed in the local dialect. However, in the rural communities, Itawes continue to be the native tongue. The means of livelihood of the natives were fishing, hunting, farming and livestock raising. Founded on May 9, 1604, the 4 century-old city center is now the hub of socio-economic growth in Region 2 and the oldest major trade, education and government center in Northeast Luzon. Tuguegarao City is the capital of the Province of Cagayan and the Regional Center of the Cagayan Valley Region. As a primary growth center of the Region, Tuguegarao's capabilities include higher-level facilities, services, and amenities. It is an emerging metropolis where the Regional Trading Center and the Regional Support Service Center for Tourism and Industrial Development and Agricultural Modernization can be found. It is also a backbone support to the Cauayan Regional Agro-Industrial Center in Isabela and the Cagayan Special Economic Zone and Free Port in Santa Ana, Cagayan. Covering 11,395 hectares and with a population of over 129,539 as of year 2007 Tuguegarao's public and private investments collaborate and induce massive and rapid modernization, making it a responsive service core for the vast production areas and a strong support center to the secondary and tertiary growth areas of the Region that include the Provinces of Kalinga and Apayao of the Cordilleras. Tuguegarao has investment incentives, industrial sites, industry promotions and training for livelihood projects, as well as socio-economic infrastructure development to boost industry and tourism. The city also has available skilled and professional manpower, reliable business facilities and amenities, upgraded technology, national, as well as, international linkages. It is no wonder therefore that the city is now one of the more important sites of Camella's regional development programs.
